But Recall without Action is useless. Marketers measure Action through Response Rates.

Direct mail executives have been able to predict Response Rates in the 2.0% to 5.0% range for targeted campaigns.
And depending on how well the direct mail campaign is targeted (i.e., the content of the letter and the prospects selected), the Response Rates can far exceed 5.0% if you use a 4-step process.
